In the "Dubai's Improbable Tale" Photography I saw a photo of the Burj Al Arab hotel. This hotel has a guest reception desk on every single one of the many floors. Dubai seems amazing I need to visit there some day!
Dubai was built and still is being built by foreign (not much domestic) money and borrowed money. Still, most loaned money to businesses (ex. hotels, etc.) in the city and foreign wealthy businessmen were investing in the city because of the oil in the Persian Gulf. The city wouldn't have been built without it. It is also a bad location geographically (but good economically) because the area is all Desert there.
